Other reporting responsibilities and internal cooperation parties: Country Director, Program Managers, other technical specialists at MYACO, Finance and Admin Manager, Project Managers, Safety & Security Coordinator.

Primary purpose of the position: The primary purpose of this role is to lead the development of MYACO’s humanitarian side of its programming, ensuring MYACO’s profile as humanitarian actor is clarified, and designing linkages with development concepts through Triple Nexus approach. The Humanitarian Specialist will provide technical support to humanitarian projects’ design and support other Specialists in developing their relevant sectoral expertise from a humanitarian angle.

Main duties: 


  • Lead and coordinate the development of MYACO’s Humanitarian approach and programmatic concepts (including how to mainstream this approach in the existing programming through Triple Nexus) with support of other Thematic Specialists and Program Managers. 
  • Ensure alignment with FCA Humanitarian Strategy and relevant policies and guidelines, in compliance with FCA quality and accountability principles, donor requirements, and humanitarian best practices.
  • Provide technical and strategic support to the Program Managers/project managers/budget holders in the development of proposals (including logframe and budgets) jointly with other specialists, with special emphasis on humanitarian considerations in alignment with MYACO’s humanitarian approach. 
  • Collaborate closely with Project Mangers, Project Coordinators, and other project staff as well as other program staff and partner organizations to ensure compliance with humanitarian principles and standards. Whenever relevant, provide capacity building on humanitarian mandate and principles. 
  • Lead the development/revision of MYACO’s humanitarian tools; and support the update of rapid/needs assessments tools and questionnaire, PDM, AAP) in collaboration with the Program Quality Manager and MEAL staff.
  • Lead the development of MYACO’s Disaster Risk Reduction and Anticipatory Action as part of the humanitarian programming, in line with Nexus programming.
  • Lead the development of MYACO’s Emergency Preparedness capacity, including supporting the Country Director and CMT to develop/revise MYACO’s EPRP, in synergy with MYACO’s DRR/CCA priorities.
  • Strengthen FCA’s visibility among other humanitarian actors, coordination groups and donors through active participation and representation in clusters and working groups, in coordination with other Specialists and program team.
  • Organize knowledge-sharing events with partners and stakeholders to foster discussions and learning about humanitarian principles and FCA MYACO humanitarian approach.
  • Identify in collaboration with Specialists, Program Managers, project holders and partners, support needs related to humanitarian approach and principles, and contribute to capacity-building activities such as delivering training, developing guideline and sharing with partners and mentoring FCA staff and partner staffs. 
  • Prepare documents highlighting Humanitarian-related outcomes, with support from MYACO’s Communication Officer, demonstrating lessons learned, achievements, and challenges, both for internal use (including CPAP/R) and external use (donor representation).
  • Maintain proactive, positive, and professional relationships with FCA-Service and Accountability Center partner organizations, NGOs, donors, and key stakeholders.
  • Ensure compliance with FCA policies and procedures, particularly those related to humanitarian policies.

Special tasks

  • Uphold and promote FCA's commitment to Preventing Sexual Exploitation, Abuse, and Harassment (PSEAH) and child safeguarding.
  • Perform any other duties as agreed upon with the supervisor.

Competence, experience, skills, knowledge needed


  • A Bachelor’s or Master's Degree or higher in Development Studies, or a related field.
  • 7 years of work experience in humanitarian response.
  • Extensive working experience in different states and regions of Myanmar, with a good understanding of the local context and humanitarian issues.
  • Must have skills and experience in Conflict Sensitive Project designing/developing.
  • Has knowledge and skills in EMS (Emergency Management System).
  • Experience in complex management, preferably working with local partner
  • Experience analyzing data and contributing to evaluation reports with a focus on outcomes and impacts.
  • Experience using MS Office software (Excel, Word, Outlook, Teams, PowerPoint).
  • Experience in using AI tools like ChatGPT (preferred)
  • Strong facilitation skills, with experience in facilitating training and workshops.
  • Excellent interpersonal skills.
  • Language skills: English written and spoken. Knowledge of local languages highly desirable.

Responsibilities and independence 

  • Task-related decisions require independently finding solutions to problems. Work is done mainly independently on the basis of targets, plans, and general instructions and may entail responsibility for finances and managerial duties.
