HUMANITARIAN RESPONSE MANAGER

FCA Uganda program is looking for a competent Humanitarian Response Manager to be based in Kampala, Uganda.

POSITION                  : HUMANITARIAN RESPONSE MANAGER (National Position)

REPORTS TO            : HEAD OF PROGRAM 

LOCATION                : KAMPALA, UGANDA 

PRIMARY PURPOSE OF THE POSITION: The primary role of the Humanitarian Response Manager is to lead high quality; innovative humanitarian and response program at FCA Uganda program. The Humanitarian Response Manager ensures that humanitarian programs are designed in accordance with FCA country-humanitarian strategy and is also responsible for ensuring high quality humanitarian projects of FCA Uganda program. The position reports to the Head of Program and oversees Technical Program teams in humanitarian unit to ensure program quality.

KEY RESULT AREAS                      

  • To provide leadership in assuring that FCA humanitarian programme is closely coordinated with the humanitarian community and coordination structures at national level, incorporating assessments and best practices to inform the quality of FCA work.
  • Support the Head of Program in ensuring high quality humanitarian programming and financial sustainability of the humanitarian programme and delivery of desired results, compliance with organizational strategies, rules, regulations and standards of performance.
  • Lead role in developing humanitarian program and country strategies and annual plans, ensuring coordination of all technical input to country strategy, assessments, proposals, and reports, in close coordination with the Head of Program.
  • Lead the development and growth in humanitarian programme that is adaptive and can respond to humanitarian crisis as and when necessary, in close coordination with the Grants Manager and Head of Program
  • Build and strengthen strategic partnerships through active networking, advocacy, and effective communication of FCA competencies through HINGO, Inter-agency coordination and   EiE Sector working group.
  • Participate and/or represent FCA externally with various donors, in inter-agency discussions, sector working groups and task teams, and planning to ensure FCA position, interests and priorities are fully considered. 
  • Coordinate the review of reports to donors and provide technical input, guidance, and quality assurance.
  • Ensure excellent coordination and cooperation with SAC RQE, R2P and R2L thematic advisors.
  • Jointly with Head of Program support an environment of continuous learning, where staff are encouraged, supported to grow, develop, and are willing to be held accountable for their commitments.
  • Promote the culture of high performance through implementing necessary processes to measure performance against key indicators and taking corrective action to ensure staff capacity building.
  • Lead the development of standardized humanitarian programs and sector log-frames aligned with FCA and partnership strategies.
  • Initiates needs assessments, programme analysis to support planning processes.
  • Support advocacy by defining technical messaging that influence policy.
  • Ensure that FCA Uganda humanitarian programme is based on concrete data and experience gathered from high quality Monitoring and Evaluation missions/reports.
  • Supervise and ensure that program and technical staff provide input into proposals, reports and strategies and proactively and regularly communicate planned requirements for humanitarian program design and implementation to relevant departments.
  • Supervise and ensure that the implementation of humanitarian department of FCA Uganda programs are coordinated, integrated and support each other to optimize programs and projects implementation and quality.
  • Lead on ensuring application of humanitarian standards, government and internal policies, and child safeguarding to programme design.
  • Monitor quality of humanitarian programming to ensure programming does not cause any adverse effects.
  • Keep abreast of and incorporate latest/best practices, approaches, innovations and technology to enhance the humanitarian programme delivery and results.
  • Any other duty that may be assigned by Head of Program or designate.

PERSON SPECIFICATIONS AND EXPERIENCE:

  • Master’s Degree in Humanitarian Assistance, International studies or related field
  • Minimum 6 years’ experience in working in humanitarian and development field
  • Knowledge of Education in Emergencies programming.
  • Proven experience and capacity in project and programme management
  • Knowledge of financial management and keeping oversight of multiple projects 
  • People management skills 
  • Strong understanding of humanitarian approaches and standards
  • Gender analysis skills and an understanding of the practical significance of gender issues in humanitarian environment
  • Experience in cooperating with local organizations, partners and authorities, international actors and UN agencies.
  • Excellent inter-personal and inter-cultural skills
  • Experience in working with refugees and host community.
  • Foster FCA’s external relations and ensure continued strong profile of FCA as one of the leading EiE actors in Uganda, including FCA’s role as EIE SWG Co-lead.
