Other reporting responsibilities and internal cooperation parties: Reporting to the Finance and Administration Manager and internal corporation with Country Director, Finance Officers, Finance Assistants, Program Managers, Project Managers, Grants Specialist, MEAL & Operation Manager, Safety & Security Coordinator, Controller (FCA SAC).

Primary purpose of the position: The Finance Coordinator will manage the financial aspects of FCA's Country Office in Myanmar, ensuring effective coordination and support for program implementation. Under the direct supervision of the Finance and Administration Manager, the Finance Coordinator will oversee financial planning, budgeting, and reporting. Additionally, the Finance Coordinator will supervise Finance Officers within the Finance Unit, fostering a collaborative and efficient within MYACO. This role includes assuming responsibilities delegated by the Finance and Administration Manager, who will adopt a more strategic leadership role following this recruitment. The Finance Coordinator is crucial in maintaining financial integrity, ensuring compliance with donor regulations, and supporting the overall financial health of FCA's operations in Myanmar. 

Main duties: 


  • Key Responsibilities:

    1. Financial Management and Reporting:

    • Check and ensure timely reporting of all financial activities in FCA Myanmar, tracking and monitoring expenditures and budgets to ensure accuracy.
    • Prepare all required reports to the respective department related to finance. 
    • Monitor all financial activities, and keep MYACO Finance and Administration Manager advised of all situations that have the potential for a negative impact on internal controls or financial performance
    • Assist in Finance and Admin Manager in monitoring for cash forecast and expenses MYACO operation.
    • Check, oversee and ensure accurate, timely and correct bookkeeping and other financial records maintained by finance officers.
    • Manage money transfers and bank relations and delegate to the FO/s.
    • Prepare and maintain monthly social security, provident fund, and income tax deductions are properly computed, deducted, and remitted on time.
    • Ensure compliance with all other tax regulations in the country.
    • Oversee all advances are appropriately accounted for within a reasonable time and that any travel advances are made in line with the FCA Financial regulations. 
    • Prepare financial statements in compliance with official guidelines and requirements for the country's operations.
    • Conduct budget monitoring for the local office to minimize instances of excessive utilization or under-consumption of funds under the supervision of the Finance& Administration Manager. 
    • Ensure timely and accurate month-end and year-end closing processes. Ensure that appropriate financial management systems are in place.
    • Provide financial technical support in the budgeting for new proposals or budget revision. 
    • Checking ibanking transactions when FAM is not available.
    • Responsible for Check and ensure the cash balance in safe.
  • 2. Supervision and Capacity Building:

    • Supervise Finance Officers, ensuring effective performance and collaboration.
    • Provide training and capacity strengthening to FCA staff and partners in Myanmar to enhance financial management and administration skills.
    • Support local partner organizations in financial management as required.
    • Assist in accessing the finance capacity of existing and new partners.
  • 3. Compliance and Internal Controls:

    • Ensure FCA and donor policies, procedures, requirements, and local laws are applied.
    • Assist in developing and implementing internal control systems for finance.
    • Develop and maintain a risk register, updating it with identified risks and mitigation measures.
    • Coordinate and facilitate external audits, ensuring timely and accurate provision of audit materials.
    • Assist in financial monitoring, spot checks by FCA, and conduct field monitoring for partner-implemented projects
  • 4. Communication and Coordination:

    • Maintain open communication with the Finance and Administration Manager, keeping them advised of any potential issues impacting internal controls or financial performance.
    • Foster a collaborative, inclusive, and high-performance team environment.
    • Regularly review and update financial policies to reflect changes in regulations and best practices.
    • Communicate with HO for accounting system usage and prepare payment order for other MYACO payments settled by HO.

Special tasks

  • Other activities as requested by the Finance Manager/Country Director. 
  • Support the provision of required financial execution information FCA during the reporting period, as FCA MYACO is obliged to prepare and submit both operational and financial organizational reports to the relevant government department.

Competence, experience, skills, knowledge needed


  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; a master’s degree in a finance-related subject is preferred. Professional qualifications in finance such as ACCA, CPA, or IFRS are also preferred. Minimum of 5-7 years of experience in a similar position, preferably within the INGO sector.
  • Experience in preparing quality reporting to Donors including UN agencies, EU etc. 
  • Proven experience in bookkeeping, complex budgeting, financial reporting, and grant management.
  • Strong understanding of financial regulations and standards.
  • Proficiency in financial management software and systems.
  • Advanced Excel skills and the ability to work with large datasets.
  • Excellent communication and interpersonal skills.
  • High level of integrity and commitment to ethical practices.
  • Strong attention to detail and organizational skills.
  • Ability to work independently and as part of a team.
  • Strong problem-solving abilities and a proactive approach.

Responsibilities and independence 

Task-related decisions require independently finding solutions to problems. Work is done mainly independently on the basis of targets, plans, and general instructions and may entail responsibility for finances and managerial duties.
