Project Officer (Livelihood)- (Myanmar National)

Other reporting responsibilities and internal cooperation parties: Project Manager, Project Officer (EU-CSOs), Project M&E Coordinator (EU), Communication Officer, Livelihood Specialist, Gender Specialist, Finance Officer, Programme Manager, Finance and Admin Manager, & Safety and Security Coordinator.

Primary purpose of the position: The Project Officer (Livelihood) will provide necessary technical support in the livelihood and women's economic empowerment program, developing and implementing capacity-building initiatives for the BBBS project under the supervision of the Project Manager and close technical guidance of the Livelihood Specialist. He/she will take an active role in promoting, coordinating and monitoring all livelihood capacity-building activities and relationships with partners and other project stakeholders to achieve the FCA project objectives. Additionally, this position holder will contribute in identifying capacity gaps, designing training programs, and providing ongoing mentorship to ensure sustainable skill development among participants. The Project Officer (Livelihood) will also be responsible for evaluating the impact of training and capacity-building initiatives, recommending improvements, and ensuring that capacity-building efforts are aligned with the overall goals of the BBBS project.

Main duties: 


  • Support in the development of training materials with the technical guidance of livelihood specialists and resources that are culturally relevant and locally appropriate for the target beneficiaries.
  • Facilitate and deliver technical training for women groups and target beneficiaries based on the developed curriculum and specific training plan.
  • Work closely with Project Manager and technical specialist/s to develop livelihood and capacity-building initiatives.
  • In cooperating with technical service providers, he/ she will deliver training for women groups and beneficiaries on business skills training packages. 
  • Conduct mentoring and coaching to women groups/ women individuals for their small business creation in Kayin and Kachin States.
  • Take an active role in networking with private sector actors to enhance market access for women-led businesses.
  • Capacity building and strengthening the activities of existing and new saving & loan groups in Kayin and Kachin States.
  • Work closely with Field-based Project officers in networking workshops, exchange events and training sessions related to project activities under the guidance of Project Manager and technical specialist.
  • Assist the Project Manager in preparing project reports in line with FCA requirements and donor standards, and collect and disseminate lessons learned, achievements and challenges.
  • Maintain proactive, positive and professional relationships with partner organizations, and other key stakeholders.
  • Conduct any other actions related to the project.

Special tasks

  • Support FCA Myanmar Programme team in planning, designing and implementing of activities and plans if required.
  • Conduct frequent travels to project locations to identify any gaps that may exist between the actual implementation and the reported progress. These visits also serve the purpose of actively listening to the voices of community members to gain a better understanding of the impact of the projects. Subsequently, prepare and submit technical observation reports based on the information gathered during these visits to provide valuable insights for project technical quality improvement.
  • Demonstrate an understanding of Humanitarian Intervention, Child Protection Minimum Standard and a commitment to FCA’s approach and values including ethnic diversity and cultural sensitivity.
  • Uphold and promote FCA’s commitment to PSEAH and child safeguarding.
  • Better understanding of local contexts.
  • Any other duties related to projects agreed by the supervisor.

Competence, experience, skills, knowledge needed


  • Bachelor’s Degree and prefer agribusiness.
  • Minimum of 3 years of work experience in capacity building/ training program/ especially in livelihood, market linkage, microfinance program, women's economic empowerment program, etc. 
  • Experience collecting data and contributing to analysing and reporting.
  • Experience using MS Office software (Excel, Word, Outlook, Skype, PowerPoint).
  • Good facilitation skills.
  • Good interpersonal skills.
  • Language skills: Myanmar and English, written and spoken. 
  • Knowledge of local languages is highly desirable.

Responsibilities and independence 

Task-related decisions require independent choices in various procedures. Work is done mainly in line with general instructions and may involve investigative work and group responsibility.
